The next 5 and 6 March held in Llanes (Asturias) a meeting between experts that move which aspects considered priority for the new urban planning of the municipality. César Ruiz-Larrea is invited as one of the speakers at the Conference.
Llanes municipal government wants to develop a new General Management Plan «whose primary purpose is the care of our social, cultural and territorial heritage». Thus ensured it a few days ago the Mayor Enrique Riestra and testing of these guidelines that are to be set up to draft the new document are five architects and urban planners to which are invited to participate in a meeting organized by the Council on 5 and 6 March. It's José María Ezquiaga, Architect-Planner Professor of planning at the school of architecture of Madrid and one of the most important figures of urban planning in the world; Francisco Pol, an expert in architecture, landscape and territory and connoisseur of the Asturian reality by their itrabajos in the Principality; Manuel Pascual, architect, designer and urban activist belonging to the collective Zuloark and expert in action and social participation both in Spain and in several European territories; Rafael Mata, Professor of geographic expert analysis in management of the territory, the environment and rural areas; and Cesar Ruiz-Larrea, architect, Professor and founder of the Association of architecture and sustainability of Spain and expert in sustainable architecture.
These professionals appreciate the invitation from the Town Council
and already progress in where approaches intending to move at the meeting which will take place in Llanes within three weekends can go. «City Council has decided to probe a series of professionals so they give a view of the urbanism of Llanes from outside. It will be an exchange of views in which we will participate people with a clear commitment to sustainability», César Ruiz-Larrea says. This expert details that «we go with mood to see where it can be the problems and strengths of the territory». «It should not be forgotten that the environment of Llanes is very special. It is a unique territory and I think that it is good for the City Council to ask the opinion of professionals. It is that they want to do the right thing, write a PGO care and avoid errors. Llanes is very fragile. It is a place where, at the urban level, must operate with a scalpel and be very careful. We must also listen to the people to know what they want to do with their territory», says this expert in sustainable architecture, who adds that in Llanes he and the rest of guests "will move what they are doing in other similar places in the world and will try to help as far as possible".
Also Rafael Mata values very positively this initiative. This Professor of geographic analysis at the Autonomous University of Madrid known as tourist Llanes and advances that, before that held sessions in the Council, these experts will gather in Madrid to start preparing the ground. «We will try to see how they can articulate an ordering on the natural and landscape values of Llanes», indicates. And it is that to kill the landscape should be considered as 'an integrative cultural and social component'. «It's important to see what treatment are you want to give to the undeveloped, the rancher, villages and parishes...». This Professor coincides with the other guests in Llanes «is an underbelly to be treated with care».
Manuel Pascual, urban activist and member of the collective Zuloark describes as "intelligent process" that this Government has put in place so that architects and urbanisnas which finally write the PGO future of Llanes «do projects related to the reality of the areas'. «At Zuloark we work on how small interventions can have global consequences. We propose a form of urbanism and architecture which are neighbors who ask the questions"and who can decide what they want to make it. "We work with public spaces and how citizens can have participation to define what is to be there," added Pascual. This expert advocates for urban planning "more efficient economic and energy and, therefore, less costs». "We must design the processes so that citizens can participate in what is to be. Come the time in which a PGO don't do it architects, as they are now, but they are designed with the proposals made by the citizens», continues this urban activist, who insists that "projects that we put in place from Zuloark should have character of reversibility, because urban development they can also commit errors and not leave everything bogged down with proposals for 200% growth».
